I work down the hall from one of the census district offices. I'm pretty sure they have a staff of at least 5 to 10, with untold numbers of other workers trained to go door to door later in the year to conduct the survey in person.
Multiply that out to every district in the country, add the federal administrators coordinating the whole shebang...

A week ago staff at an unemployment office where having a visible face is considered a reasonable requirement (unless of course you are a muslim woman or a muslim terrorist escaping disguised as a muslim woman) requested a 'client' to take off his hood. He cliaimed to be a Jedi and insisted that the hood was part of his 'Jedi robes'. The staff were told to issue a formal apology. I kid you not.
