Yeah, I thought Mr. Kellett had decided to end Drive, Avalon-style.
(The word "guaranteedmoney" needs a space.)
But, having read through the wall of text, it looks like the Emperor needs to call the whole Empire to a halt so he can declare war.
With the Continuum destroying so many ships, it seems like everybody would be on board with this . . . kind of a self-defense/self-preservation war. Doesn't seem like too many people should need cajoling . . . unless his battle plan is truly ruthless or something.
