Arthur just has to use enough postage to get to Canada. The address is: Santa Claus, North Pole, Canada, H0H 0H0 and he will even get a reply. This service has been offered for quite a number of years.

Looks like a 2oz letter to Canada is USD1.00
The same USPS page give the price for Russia as USD1.82
I'd forgotten about that postal code, that's a good one, Oh Canada.
